Biography

Julius' main areas of practice are administrative law and human rights. He also has significant experience in employment and family law. He has appeared in the Employment Tribunal, the Employment Appeal Tribunal, the Asylum and Immigration Tribunal and the First-Tier Tribunal (Immigration and Asylum Chamber). He has also appeared in the Sheriff Court, the Outer and Inner Houses of the Court of Session and in the High Court of Justiciary (Appeal Court).

Cases in which Julius has been instructed have concerned issues such as the legality of mandatory drug testing of arrested persons and the practices of slopping-out and segregation of prisoners. He has been asked for his opinion on matters as diverse as the entitlement of mentally-ill prisoners to social security and the legality of a student's exclusion from university.

Julius appeared with Mungo Bovey QC for Feeney in the successful extradition appeal of Feeney & Kane v HM Advocate [2010] HCJAC 39 (2 March 2010). He acted for the successful appellant in Majumdar v First Scotrail Ltd., UKEATS/0026/09/BI (3 December 2009). He acted for the petitioner in S v SSHD 2009 SLT 1087 concerning the interpretation of the United Nations Convention on the Rights of the Child. Julius appeared for the petitioner in a judicial review concerning the rights of Turkish overstayers to set up in business that is being referred to the European Court of Justice. 

He was the Lord Reid Scholar for 2007/2008.

Further Information

Julius has tutored first and second year law students at the University of Glasgow. He has been appointed as a human rights tutor for the new Diploma in Legal Practice course being instituted by the University.
